I generally agree with the description of various situations and incidences. It is such a pity that despite the modernisation and rapid economic growth in China ,the old socio- cultural situations have not changed; only the veneer has changed.Quanxi is still important, and its influence has taken on added dimension- it is an excuse for new forms of corruption at an enhanced scale.Corruption is practically endemic. The old saying "common corridors nobody sweeps" is still applicable.Rubbish in Dan Ling pile up on the roads, and people do nothing about it.A typical Chinese reaction is " mei quan see" ie never mind , or it does not matter. This then leads to more corruption and pollution. Both are endemic.'Mei quan see' attitude also results in public properties and services in run down and badly maintained conditions.Power corrupts.Greet corrupts.Billions of dollars from public funds leak into private pockets ,and results in inefficiency and low productivity. All these are a great pity, because so much more good things could have happened in China with so much investment pouring into the country. The socio-cultural environment must change.
